That is, what we now know as The Queen’s Speech, at the opening and closing of each session of Parliament.  See the description (below) from the dustwrapper flap.

For some bizarre reason Macmillan took it upon themselves to publish a series of books on Parliamentary topics in the 1970s, such as election statistics and party manifestos.  They cannot have been best sellers.  This is one of the rare copies of this book that did not end up in a library.
